The Manager of Development Control will ensure the effective and efficient operation of all regional planning and development offices. The incumbent will provide guidance, training and leadership to divisional staff. The incumbent will take a leadership role in dealing with the public and other government departments on development issues, as well as providing support and direction to Senior Management relating to the Planning Act and Regulations. The Manager of Development Control will be responsible to ensure development is permitted in a sustainable manner to protect public health and safety, the environment and surrounding land uses.


Duties will include:

  • Oversee the daily functioning and performance of the regional provincial planning offices with attention to the overall supervision of the development control section and staff.
  • Provide development control staff with advice, direction, coaching and mentorship, regarding the quality and level of service to be provided. Consistent, timely and respectful communications both internally and externally will always be essential.
  • Develop and coordinate program delivery methods and procedures to ensure professional and appropriate interaction between regional development control staff and other regulatory authorities to promote professional interaction and to achieve desired results consistently.
  • Manage the priorities of the Land Division, relevant to the development control section, to ensure team coordination and cooperation with Inspection Services staff in the delivery of quality service.
  • The incumbent will communicate proposals, receive feedback, and negotiate the final versions of regulatory amendments to ensure they are acceptable to other departments.
  • Coordinate and oversee the evaluation of complex subdivision, development and change of use applications for compliance with land use legislation and sound planning principles.
  • Communicate regulatory issues to staff and/or the proponent and assist staff in negotiating with the proponent to find innovative solutions that meet regulatory requirements and the proponent?۪s needs.
  • Oversee all appeals against the Province with respect to land use decisions rendered.
  • Collaborate on project planning for cross-departmental initiatives and provide professional advice and assistance to other divisions or departments to ensure work is consistent with divisional and departmental objectives, policies and visions.
  • Other duties as required.


Minimum Qualifications:

  • A Land Use Planning degree, supplemented with considerable experience in the interpretation and administration of land use legislation within Provincial planning jurisdiction, or a diploma in a land use related discipline such as Geomatics or Surveying, Civil Engineering Technology supplemented with extensive experience in the interpretation and administration of land use legislation within Provincial planning jurisdiction;
  • Demonstrated equivalencies will be considered
  • Extensive experience in development control and enforcement related legislation or bylaws and policies;
  • Extensive experience in mid-level management for the delivery of programs in a regulatory environment;
  • Extensive experience in the use of Geographic Information Systems and their application to development control;
  • Thorough and extensive knowledge of the Planning Act and Subdivision and Development Regulations, the Water Act Sewage Disposal Systems Regulations, as well as, the Lands Protection Act Land Identification Regulations;
  • Must be able to optimize the use of staff resources to ensure program delivery of professional and technical information
  • Highly developed conflict resolution skills to work in a highly charged environment;
  • Strong interpersonal skills focusing on the ability to communicate effectively (verbally and in writing) with individuals at different levels of government and with the public;
  • Strong public speaking and presentation/ facilitation skills;
  • Ability to balance various interests, think creatively and strategically, and work as part of a team in a complex environment;
  • Ability to develop, lead and work within a multidisciplinary team on a wide variety of complex and sensitive topics; and
  • Ability to work with minimal supervision, in order to meet tight timelines.
  • Valid PEI driver?۪s license is required.


Other Qualifications:

  • Training in process management and change management is considered as asset.
  • Demonstrated additional course work in property law, presentations, surveying, resource or land use planning preferred.
